While Jewish holidays are primarily mandated by the Torah, Simchat Torah is slightly different. It was created when the Jews went into the diaspora and was created as a populous holiday. It gave the opportunity for the community to celebrate the torah themselves. This is similar to the Occupy movement where people took their own power back.
